The Supreme Council of Energy for Dubai has confirmed plans to build the country’s first utility-scale solar power plant over the next two decades at an estimated cost of 12 billion Dirham ($3.27 billion). Named after Dubai’s Vice President and Prime Minister, the Mohammed bin Rashid Al Maktoum solar park will be built in two phases. Using solar photovoltaic panels, it will initially produce 10 megawatts by 2013 and be brought up to a 1,000 MW final capacity by 2030.

Nevada-based geothermal developer Ram Power Corp. announced that the 36-megawatt Phase I extension of its San Jacinto-Tizate geothermal project in Nicaragua is now running commercially. "We would like to thank our Phase I lending consortium including the Central American Bank for Economic Integration, Nederlandse Financierings-Maatschappij voor Ontwikkelingslanden N.V. and their affiliates for their continued support of this important project,” said Ram Power executive chairman Antony Mitchell.

The Inter-American Development Bank began a $2.8 million project to help about 200 small- and medium-sized companies in Brazil measure and manage their greenhouse gas emissions. According to the bank voluntary greenhouse gas emission initiatives in Brazil have only involved large companies to date.

Spain’s thin-film photovoltaic company T-Solar Group, building two photovoltaic power plants in Peru, signed three loan agreements for a total of $145 million. The United States’ Overseas Private Investment Corporation, the Netherlands’ FMO and France’s Proparco will co-fund the projects which are valued at over $165 million.

The Inter-American Development Bank and Spanish consortium Abengoa S.A. are teaming up to develop an estimated $1.2 billion worth sustainable infrastructure projects in Latin America. The I.D.B. is providing Abengoa S.A. with a revolving credit of $200 million to finance the development of power transmission and generation projects – with an emphasis on renewables – as well as water, sanitation and health concessions in Brazil, Chile, Mexico, Peru, and other countries in the region.

The African Development Bank approved two financing vehicles worth $149 million to support the Menengai Geothermal Power Project in Kenya. Run by the state-owned Geothermal Development Company Limited in the eastern sector of the African Rift System, about 190 kilometers northwest of Nairobi, the Menengai field has the potential to produce up to 1,650 MW of clean energy for Kenya.

A solar-powered irrigation project by one of Chile’s largest local fruit exporters will get a $32 million loan from the Inter-American Development Bank. The loan to Chile’s Subsole S.A. will fund a 300-kilowatt-peak solar photovoltaic plant that will supply electricity to an irrigation project in the Atacama Desert.

Abengoa S.A. and a consortium led by Mainstream Renewable were chosen as preferred bidders to build solar and wind power projects in South Africa in a competitive bidding round aiming to add 1,416 megawatts of renewable energy. Abengoa, based in Spain, is planning to build the country’s first concentrating solar power projects, represent a total investment of approximately 1 billion euros according to statement yesterday.
